Subject: Is it OK to tie a dog to the doghouse 24/7?

I am a dog owner who considers my dogs part of my family and therefore are inside with me (and OK just a little spoiled). I have a problem with people who decide to get a dog and then proceed to leave them in the backyard in kennels, as several of my neighbors have done. This, however, is not what I consider to be the worst. I have 2 neighbors who have their dogs tied to the doghouse 24/7. One of them in particular is on a rope no longer than 5ft. I have contacted the Humane Society and was told that they do not have the manpower to come out and investigate, and should call Animal Control. I called Animal Control, which unfortunately is handle through a general call center, and the "customer service" rep did not quite understand why I was concerned. Apparently, as long as they have shelter, food, and water it is not considered neglect. So is it okay for these dogs to live this way. Am I overreacting? Any insight, suggestions, feedback is appreciated. Thank you.

NO you are not over reacting!! Keep calling around until you find someone to help you. In some states, leaving a dog chained or on a rope is illegal because it leads to aggression. I am surprised that a umane Society did not understand! Animal Control is not my first choice when an animal needs help- their solution is often to get rid of the animal rather than help it. Is there a Peta group near you? What kind of dogs are these? Can you talk to your neighbor and see what's going on?

I am surprised that a Humane Society did not understand! Animal Control is not my first choice when an animal needs help- their solution is often to get rid of the animal rather than help it. Is there a Peta group near you? What kind of dogs are these? Can you talk to your neighbor and see what's going on?

As much as we may not like it, as long as a dog has "food, water & shelter", it is legal and no authority has the power to change it. Even as high up as the USDA has these exact laws in place. Sad, but that the way it is until the laws change.

It is not right but I agree with both kwndog and Newfs. There are some places that do have laws that state you cannot leave a dog tied outside 24/7. You can however leave them outside for what each place deems a reasonable amount of time. Most places do not have this law in affect. I have the same problem. My parents next door neighbor has two dogs, one stays in the house and when it does go outside it runs all over. It gets all the attention it needs. The other dog is kept tied up away from everything never gets attention most of the time they don't feed him or make sure he has fresh water. They have a dog house for him that had big holes in the roof but dad would not leave them alone until they fixed it. Mom fixes things for him to eat and dad takes it over to him and gets fresh water for him to drink. When my brother visits he takes him for a walk. My dogs and my brothers dog go over and visit. I go over and pet and talk to him. We talked to animal control and they said as long as the dog has food, water and shelter there's nothing they can do. Mom and dad don't want to make enemys with the neighbors so they just continue taking care of him. Animal control has been called out there and they said they see no signs of neglect. I think this a bunch of BS. Unfortunatly untl enough people start caring and decide to do something the laws will never change.

Please contact Dogs Deserve Better, as someone posted above.  They are a great organization and have lots of information as to how concerned animal lovers like you can help.  They provide literature to educate pet owners regarding the negative effects of chaining, and have fence building programs.  They are really doing a wonderful job raising awareness.  If you have time, you might consider approacing your neighbor yourself, maybe asking if you can walk or play with the dog.  Maybe set up "playdates" with your own dogs.  Or you can do it anonymously with DDB material \if you're more comfortable doing that.  But THANK YOU for caring about chained dogs and good luck!
